Farmers have always been welfare queens. Domestic agriculture is heavily subsidized and protected in all countries, so that as little dependency from outside is necessary.

American agricultural sales to other countries are a major negotiating tool and political wedge. Look at the wheat sales to Russia in the past, cold war or no cold war.
