Good, Lock this Hero in Blue up - he gets paid to do nothing exactly because he has to risk his life in an unlikely situation such as this one.

With all that donut padding, he should have been able to take a huge slurry of slugs before going down.

One of the commenters makes this point:

I find it extremely difficult to believe these charges will stand. Courts have repeatedly held cops do not have an affirmative duty to intervene.

Unfortunately, that commenter may be right.

They are absolutely right. Cops themselves have stated time and again they are going to arrive after the fact to report what happened. They have no official duty that mandates they help people in trouble. Contrary to the brainwashed mantra of people who have never actually had to call the police.

Which is why we Second Ammendment types are always saying we need the ability and right to defend ourselves. When trouble is seconds from your door, the cops are minutes away.

Cop was a coward and till the day he dies everyone around him will look at him as such including his family. I don't see how how his cowardice is a crime as a police officer, police are not the military which is a line that has became blurred.

... and when they finally arrive they will "set up a vehicle perimeter, without revealing their presence" and wait it out like they did in Cheshire, CT in 2007.

Problem is, cops market their payraises and benefits as if they "Put their lives on the line everyday".

If they're not expected to take a bullet to serve and protect, their salaries and benefits can be cut accordingly.

Like someone said in a comment on the story, he'd be willing to bet money that at 56 he thought a job as a guard at a school would be a cushy job with no challenges that he could ride to retirement. Like people who join the military for all its educational benefits then are surprised when they're called up for duty.
