All this agency and cut outs, with no light on the source. They wouldn't call it selective prosecution if it weren't selective. P's frame job was pretty much out of the intelligence agency handbook, with the FBI poised to 'intercept' his 'crime' aka 10,000 dollar payoff as soon as he set foot on American soil i.e. they were in on the caper hook, line and sinker. And who said government agencies couldn't cooperate? P and his wife were smart enough to smell the rat and leave the money behind. Musta been a great tip for the maid cleaning the room.

Notice that even though they did not find the planted money, they arrested him anyway. The "crime" they tried to frame him for was not taking a payoff, but bringing in that sum of money undeclared through customs.
