Let's figure out average per-capita income in African nations and average per-capita income of descendents of Africans who live in the USA. To the extent that those descendents are earning less here, we should pay reparations. If the difference is actually negative, those descendents should pay the USA. In either case, after reparations have been paid (or collected), then those people should return to their homeland.
