Fining the parents of children, even truants who commit no other 'crime', is normal in many places already. Here the fine is the reduction of (cash) benefits. There are plenty of charities to make up any shortfall.

The proposal here is not "corruption of blood" but failure as parents to supervise juveniles. While adults are solely responsible for their own actions, parents can be held responsible for the actions of their juvenile children (failure to supervise). Furthermore, if the welfare recipient is receiving benefit on account of raising the juvenile, the failure to supervise the juvenile can certainly be ground for removing the welfare benefit. In fact, during the time when the Juvenile is incarcerated, the parent should certainly lose the housing benefits, food stamps and etc. given on account of having to raise the juvenile who is no longer living in the household.

On top of that, monthly benefit check/payment should be conditioned on the mother staying on long-term contraceptive (a simple injection in the arm now can stay effective for 3 years now). If any man loves the welfare mother enough to want to impregnate her, he should be able to take her off the welfare roll before making new babies with her.

I thought the teachers WERE 90 percent welfare losers, just a higher organized echelon.
