Citizens are allowed and often required to bear arms. Slaves, serfs and Helots are not allowed to bear arms. Socialism is essentially an ideology of turning the general public into Helots: state-owned slaves; i.e. slaves that are not owned by any individual as property therefore not cared for by anyone. The difference between a Slave vs. a Helot is analogous to your own car (which you take good care of) vs. a rental car (which you don't take good care of), and your own house vs. rental housing. Socialist bureaucrats have much less incentive in taking good care of the helots under their charge than a private slave owner would have in taking care of his own property.
