I received a letter from North Shore Agency which apparently is a debt collection agency based in NY. They claim in this letter that I owe $26 to Publishers Clearing house. I never ordered anything from these guys. They sent me a magazine and soon after, a bill for subscribing to their magazine.

Should I respond to them or just ignore?

So should I ignore them till they contact me or should I take the initiative?

if you take the initiative you could be guilty of theft.

If you are contacted about a fraudulent bill,ask to speak to the legal dept, because you would rather receive a large dollar settlement out of court than take them to court.

Back in the 80's I received a free issue of a popular automotive magazine with a solicitation enclosed for me to subscribe. I kept the magazine which was a gift, but declined to subscribe and forgot about it. About three months later I got a note requesting remittance for the subscription which I ignored. About six months later I got a long letter from a collection agency that began with the sentence "Perhaps you have made a mistake..." It went on and on and ended with the threat that it would hurt my credit if I didn't remit. I made a copy of the letter, circled every paragraph and put a number beside each circle and told them to refer to the backside. For instance "1" was "No, you made the mistake--you sent a free magazine to which I didn't want to subscribe and I kept without responding, which was my right". There were about 13 points and the last one was "If you ever contact me again I'm turning all your correspondence over to the attorney general of Texas and I'm going to file a lawsuit for your attempt to hurt my credit". I sent a copy of my response to the editor of the magazine as well. In about two weeks I got an apology from both and never heard from either again.

Thanks for the advice. I'll ignore and see if it gets any more serious.

I wish I had enough money to man a phone bank for about a whole year, that called up collection agencies all day long and spun their wheels having them chase down debt that don't exist for people that aren't real.
Slam then so hard they never get to real cases. You know in a business like that, you miss one rent payment on that penthouse suite in a bank building in a major city these slimebags like to hide in. They'll be pretty much done.

...Then send them a hand written note that they owe you $100 as a service charge for handling the matter.
When they don't pay, send your lawyers and a collection agency.
What a country.
