Government buys the vast amounts of vaccines as another form of money laundering, and paying back politicians with 'investments' in the vaccine related industries. Most of these vaccines wind up thrown away, destroyed or donated after their laundering function is done. They should call them VaxCoins.

DOD is the 'Chief Operating Officer', and the administrative functions of government are performing for the vaccine companies services that would ordinarily be private. She says that this allows the companies to produce the bioweapons, because DOD can manufacture weapons, but private companies can't. Vaccines were developed as biological countermeasures against the population by our own military.
