There's no way to sugarcoat it – that statement is flagrantly, demonstrably false. Privateers in the late 18th century all had their own cannons. There were no federal or state laws in 1791, the year the Second Amendment was adopted, that prohibited ownership of any type of gun.

In a reaction to emancipation, several southern states adopt "Black codes" which, among other things, forbid Black persons from possessing firearms.
This time they want to ban poor white people from owning guns.
