Institutes of Health (NIH) stop funding animal research at Russian state-run labs.
“Our tax dollars should never be sent to state-run labs in adversary nations like Russia and China that threaten our national security. My AFAR Act would prohibit tax dollars from being shipped to animal testing labs in any countries that are deemed foreign adversaries. This legislation is even more crucial in light of Russia’s invasion of Ukraine. Vladimir Putin’s actions are in violation of international law, and must be held accountable for his actions. American taxpayer dollars should not be used to subsidize the Kremlin,” said Rep. McClain.
American taxpayer dollars are flowing to Vladimir Putin’s state-run laboratories through the National Institutes of Health. A recent report from the non-profit White Coat Waste Project has revealed that, as recently as November 2021, the NIH shipped $549,331 (via the Georgia Institute of Technology) to Russia’s state-run Pavlov Institute of Physiology for invasive experiments on cats. Another $221,135 in NIH funding was sent to the same Russian lab in 2018. The NIH currently authorizes four different Russian state animal testing labs to receive taxpayer funding.
The Accountability in Foreign Animal Research Act of 2021 (the AFAR Act)would prevent the Secretary of Health and Human Services, acting through the Director of NIH, from conducting or supporting research on vertebrate animals in foreign countries that the federal government has labeled “foreign adversaries.” These nations are defined in a January 2021 interim final rule from the Department of Commerce, and comprise China, Russia, Iran, North Korea, Cuba, and the Maduro regime of Venezuela.
“Taxpayers shouldn’t be forced to pay white coats in the Russian government to torture and kill cats in wasteful experiments. We have found that there are four Kremlin-run animal testing labs authorized by NIH to receive our money. U.S. sanctions against Russia should include defunding them, and Congresswoman McClain’s AFAR Act should swiftly be signed into law,” said Justin Goodman, Senior Vice President at White Coat Waste Project.
Rep. McClain calls on President Biden to halt funding to Russian labs, and revoke their eligibility to receive U.S. taxpayer funds, as soon as possible.

Victoria Nuland: Ukraine Has "Biological Research Facilities," Worried Russia May Seize Them
The neocon's confession sheds critical light on the U.S. role in Ukraine, and raises vital questions about these labs that deserve answers.

Self-anointed "fact-checkers” in the U.S. corporate press have spent two weeks mocking as disinformation and a false conspiracy theory the claim that Ukraine has biological weapons labs, either alone or with U.S. support. They never presented any evidence for their ruling — how could they possibly know? and how could they prove the negative? — but nonetheless they invoked their characteristically authoritative, above-it-all tone of self-assurance and self-arrogated right to decree the truth and label such claims false.
Claims that Ukraine currently maintains dangerous biological weapons labs came from Russia as well as China. The Chinese Foreign Ministry this month claimed: "The US has 336 labs in 30 countries under its control, including 26 in Ukraine alone.” The Russian Foreign Ministry asserted that “Russia obtained documents proving that Ukrainian biological laboratories located near Russian borders worked on development of components of biological weapons.” Such assertions deserve the same level of skepticism as U.S. denials: namely, none of it should be believed to be true or false absent evidence. Yet U.S. fact-checkers dutifully and reflexively sided with the U.S. Government to declare such claims "disinformation” and to mock them as QAnon conspiracy theories.
Unfortunately for this propaganda racket masquerading as neutral and high-minded fact-checking, the neocon official long in charge of U.S. policy in Ukraine testified on Monday before the Senate Foreign Relations Committee and strongly suggested that such claims are, at least in part, true. Yesterday afternoon, Under Secretary of State Victoria Nuland testified before the Senate Foreign Relations Committee. Sen. Marco Rubio (R-FL), hoping to debunk growing claims that there are chemical weapons labs in Ukraine, smugly asked Nuland: “Does Ukraine have chemical or biological weapons?”
Rubio undoubtedly expected a flat denial by Nuland, thus providing further "proof” that such speculation is dastardly Fake News emanating from the Kremlin, the CCP and QAnon. Instead, Nuland did something completely uncharacteristic for her, for neocons, and for senior U.S. foreign policy officials: for some reason, she told a version of the truth. Her answer visibly stunned Rubio, who — as soon as he realized the damage she was doing to the U.S. messaging campaign by telling the truth — interrupted her and demanded that she instead affirm that if a biological attack were to occur, everyone should be “100% sure” that it was Russia who did it. Grateful for the life raft, Nuland told Rubio he was right. ...
That a neocon like Nuland is admired and empowered regardless of the outcome of elections illustrates how unified and in lockstep the establishment wings of both parties are when it comes to questions of war, militarism and foreign policy. Indeed, Nuland's husband, Robert Kagan, was signaling that neocons would likely support Hillary Clinton for president — doing so in 2014, long before anyone imagined Trump as her opponent — based on the recognition that the Democratic Party was now more hospitable to neocon ideology than the GOP, where Ron Paul and then Trump's neo-isolationism was growing.
You can vote against neocons all you want, but they never go away. The fact that a member of one of the most powerful neocon families in the U.S. has been running Ukraine policy for the U.S. for years — having gone from Dick Cheney to Hillary Clinton and Obama and now to Biden — underscores how little dissent there is in Washington on such questions. It is Nuland's extensive experience in wielding power in Washington that makes her confession yesterday so startling: it is the sort of thing people like her lie about and conceal, not admit. But now that she did admit it, it is crucial that this revelation not be buried and forgotten.
More like outsourcing criminal and illegal activities that would attract too much attention or are banned on American soil.

Have we yet received any explanation for why the US embassy in Kiev removed the fact sheets pertaining to their biological labs in Ukraine from their website?—Why did our department of defense fund them and what does “permit for working with pathogens” mean?

Buckle up. This is going to be a long one, but I think the topic deserves a deep dive.
What a mess. Are there any grownups in the house? This is what happens in a world in which no one trusts anyone anymore, integrity is treated as an obsolete concept, both information and legacy media have become weaponized to such an extent that what passes for official reality becomes just a funhouse hall of mirrors, and the experience, intellect and maturity of those entrusted to manage these matters is just not up to the task. ,,,
With this particular substack, I seek to develop and publish a current “best case” working hypothesis concerning this unfortunate matter, and to provide you, an interested reader, with information and references so that you can make your own assessment and determination. ...
So here is my “assuming best intention” current “working hypothesis” concerning this hot mess:
USA DoD/DTRA partnered with the government of Ukraine to (at a minimum) support collection, storage and monitoring of infectious biological agents and toxins by researchers in Ukraine, and there seems to have been some component of personnel training and facilities engineering involved with this.
US State Department via the Embassy in Ukraine announced this DoD/DTRA effort in a transparent manner via a readily available web page.
If I were working as an analyst for the Russian government, paid to perform and enable risk assessment, I would be skeptical that the US DoD/DTRA effort was limited to just collecting and archiving biological samples, and I would have to conclude that there is significant risk that these facilities were involved in (at a minimum) “dual purpose” research. “Dual purpose” is a euphemism for “could be used to develop defensive capabilities or could be used to develop offensive capabilities”. ...
In my professional opinion, based on the language employed by Under Secretary of State Victoria Nuland, I believe that there is a significant risk that the Russian government has obtained documents or other evidence that (at a minimum) one or more of these laboratories have had biological materials the existence of which is likely to prove embarrassing to the United States. The language used appears to my ear to imply that there are biological materials the existence of which could damage US strategic and tactical geopolitical interests. ...
Given the lack of faith engendered with the US public and global community after the demonstration of coordinated public health-related propaganda activities during the last two years (clearly involving USG-legacy media-social media-big tech coordination), mounting yet another propaganda campaign attempting to discredit all information and discussion of this topic is unlikely to be effective, and may boomerang. In my opinion.
Finally, the (mis)management of this whole mess personally reminds me of the mismanagement of the withdrawal from Afghanistan.

That’s one way to look at it. The other is this: That back-and-forth was staged, to set us up for the next “pandemic”—this one to be blamed on Russia, just as the last one was on China (only). According to this view, Nuland and Rubio were acting just as you’d expect, she as a neocon fanatic, and ruthless propaganda operative, he as a diehard “ant-communist” (“Russia,” in his mind, being “communist,” just as “Putin,” in his mind, is Stalin). Thus Nuland’s visible ”discomfort” at having to “admit” the presence of those bio-labs was all an act, and so, perhaps, was Rubio’s amazement, as their duet served the dual purpose of (a) laying the groundwork for the next global “virus” panic (hemorrhagic fever, anyone?), and (b) blaming it on Putin/Stalin, so that the Russia-hatred can continue through the next barrage of bio-fascist “measures” (enabling us to tell ourselves that we—like the Ukrainians!—revere democracy, while Russia is totalitarian, though the “democracies” today are looking, and behaving, more and more like Nazi Germany).
Now, one might counter-argue that Nuland surely let the cat out of the bag—that her acknowledgement of all those bio-labs (built on Obama’s watch) was an embarrassment for the US, and grounds for Serious Investigation of the US biowarfare policy in months to come. While all that may be true (my mind is open on the subject), I really don’t believe the US government is any longer capable of being embarrassed; nor is it likely, in my view, that Congress or the media will ever seek to bring the US biowarfare criminals to justice, as long as they can keep on blaming Russia for whatever happens next. (If they’re so keen to bring such criminals to justice, why is Dr. Fauci still at large?)
