Confronting Shoplifters Ban passed by CA Senate

The California State Senate passed a bill last week that would prevent employers from requiring employees to intervene to stop shoplifting — a growing scourge in the state since the enactment of criminal justice reforms.

SB 553, introduced by Silicon Valley’s State Sen. Dave Cortese (D-Cupertino), is described as a bill to prevent and monitor “workplace violence.” But it also includes a provision that “every employer shall establish, implement, and maintain, at all times in all of the employer’s facilities, a workplace violence prevention plan for purposes of protecting employees and other personnel from aggressive and violent behavior at the workplace” that “shall include … [p]rovisions prohibiting the employer from maintaining policies that require employees to confront active shooters or suspected shoplifters.”

As San Francisco Bay Area Fox affiliate KTVU reported, retail associations are furious, believing that the bill will tell potential thieves that they can steal goods at will:

[O]ver 50 organizations, including the California Retailers Association, (CRA) don’t support the bill.

“This bill goes way too far, number one, where I think it will open the doors even wider for people to come in and steal from our stores.”



The CRA says if SB 553 becomes law, it will need to apply to all industries and not just retail. They also say most retailers already prohibit regular employees from approaching anyone about stolen merchandise and have some employees who are trained in theft prevention.

“It says no employee can approach someone who is shoplifting. So even if someone is trained on how to deter someone from doing that, now they’re not allowed to approach someone. So, what does that mean? We are opening up the door to allow people to walk into stores, steal and walk out,” Michelin said.

CA raised the grand theft limit to $950 a while back. And now they passed a bill making it illegal for employer to require employees to confront thieves/shoplifters.

For their safety, I don’t think employees should do this anyway and I don’t think it was happening much.

With shoplifting there was always grey area… if I walk out with these, will someone confront me. What risk am I taking by trying to walk out with his iPhone charger?

But with this bill, isn’t it open season? $950 and it’s illegal to try and stop me?

For the record, I don’t give much of a shit about corporations and their profits. However, I’m seeing a lot more shit locked up in stores and store theft is all over nextdoor with people saying that so and so just walked right out without paying.

Not at all. At that age I was a total delinquent that stole frequently, but I will admit that those were the acts of a thief. But as an adult I changed my behavior. The issue is not that you were only 17, it is that today you consider the activity you did then as not really stealing, and even today you said you pilfer gas from your wife's employer. Kid's make mistakes, which is why it was my policy was never to prosecute anyone under 18 for shoplifting or pilfering. A adult should have matured to the point of having integrity.


You straightened your shit out, because of the ramifications of your actions. Had their not been any consequences, you would be a bigger thief today.

A combination of these 2 things makes everyone pay more for goods as retailers have to charge more to compensate for theft losses. This will drive more retailers out of business, especially the mom and pop shops, while it’s good for on-line retailers like AMZN. My 2 cents.

Integrity? This surely is in jest. How about the company stealing from my wife by not paying her what anyone with those sales numbers makes. They're taking $200k at least for themselves. And she goes above and beyond helping the other sales people.

There is no integrity in business, government or life. Churches are diddling kids and just paid money to make it "go away" and you're worried about 0.03% of sales my wife EARNED. You're extremely naivie to think there's an ounce of integrity around you.

Also my role in the household allows my wife to be successful. Her boss pays me more in a day for grilling at company parties than her daily base salary pays. Unless the company hits hard times, he doesn't care and I know him. I just can't talk to him about my wife's pay. That's on her. We're also talking 0.03% and that's just her sales. She's trained all the other ones to sell and it's not a traditional sales style. Because of her, the company owns the whole Mississippi river states sales territory.

This is the classic response we get and I'm used to it. Jealousy of others is a tough pill to swallow. P Diddy. Mo money mo problems. And it's true and we live it. Integrity has different forms. Don't worry about how my life operates and the OWNER knows about us doing it. He just doesn't say anything because he doesn't want to piss off the rainmaker and plant the seed so other salespeople think they can do it.

Has nothing to do with integrity. Own a business and let me know if riding your employees on every little thing works out. You won't have employees....

Here's the problem. THIS HAS ALWAYS BEEN GOING ON!!! I have massive trust issues. Anyone non-family that is close to me I've done background searches on. My kids friends family, I do sex offender searches when they get new friends. I know what half the people we know make and I never asked.

Most people simply are not informed about what is going on around them. While being an insomniac is not pleasant it does give me time to find shit out on people. Also networking/knowing people. I just hung out with the village president last night. Her son came over to our house for a sleep over. Know the people that pull the strings. Integrity shouldn't be a word in the dictionary if you know what the fuck is going on. YOU ALL violate integrity and you know it. The hypocrisy is hysterical.

You make me laugh. She's offered other jobs almost daily. We've almost moved to CO and CA. Our cost of living is 50% below those two states at minimum and she'd make the same. So I don't get what you mean by reparations. She's not paid what she's worth. That's her problem. I can spend $2k on gas and the company doesn't care. In one weekend at the Ozark's coming up this fall it will be $10k easy in one weekend. $1k of that being gas for a 56' boat.

You guys don't know my life, yet have opinions that aren't based in reality. I live a different life than you or anyone else on this site. We live frugally, but the optics make it look like we travel and do all this other shit. Part of that's my fault.

A Homeland Security Investigations report published in June 2022 said the average U.S. family will have to pay more than $500 a year extra for goods due to the impact of organized retail theft.

I don't give a crap about corporations, but if a corporation can't make a profit, they pack up and leave.

People might end up in neighborhoods where they simply can't purchase anything because there's no stores there. That's the threat.

He went to jail for evading bank reporting requirements and lying to federal investigators.

He wasn't convicted of RAPING CHILDREN which he was guilty of, because of a statute of limitations. He did 13 months in jail and fined $250,000.

If you can view the "people of Ukraine" as pawns, literal pawns, pieces, you can. If you can view US citizens only as "human resources" you can.

Just completely abandon any pretense of morality. It's just a game. Nobody is being killed. If you can think of it that way, and you can if it's merely a game, everything falls into place - no mystery.

Small businesses can't compete or even operate, anybody they hire has to be a cashier AND a security guard, or have 2 people, and if a thief gets stopped, the government will sue the business on behalf of the owner [EDIT_MISTAKE: I meant: "behalf of the thief" - HeadSet pointed out this error].

There are a lot of people that know this as truth but don’t want to accept it yet. The answer is for moderate and right leaning people to leave California. My countdown has started. I wish I could go now.

The people still holding their lotto ticket and saying “oh the weather” are missing the boat badly. Pre pandemic was the time to leave. Now every day you stay you risk a higher level of danger from crime and will continue to pay escalating taxes and fees, not to mention all the other quality of life issues. Even in the “safe” suburbs.

And it’s only a matter of time before the California govt makes an attempt to take your property.

I would expect this also to be the case in Maryland (and New York, NJ, MA) at some point, just in years, possibly decades (except for NY which is probably already just as bad as CA).

It's usually PeopleUnited that goes on about god and morality, but I'm doing it now as an atheist. There's something to morality and good and evil. I just don't believe in the Christian faith, but evil exists. It's a real thing, either in people's minds, or it's an actual force. What are you doing? Have you thought about that?
