For a single person (or couple with no kids), 350SF is actually quite reasonable with appropriate design.

$2k a month, in the right part of SF, is cheap. Considerably cheaper than what you'll pay for the same in NYC, London, or Tokyo.

Important point:
at a higher price per square foot than larger apartments, they are not truly affordable housing.
