Spurred by a group of tenants facing skyrocketing rents and forced evictions, city leaders are eyeing a possible emergency moratorium on rent increases. Lawmakers will discuss May 11 a temporary halt of rent hikes in response to complaints from residents of three downtown apartment complexes recently purchased by San Francisco real estate investment firm Sack Properties. Should Lafayette pass a moratorium, it would be the first Contra Costa city to do so after Richmond failed to pass one earlier this month. Currently, Concord is the only city in the county with rent control, although it only applies to mobile home...

No just raise taxes on Ballsack properites disproprtionately. Tax them $1,000 per unit.
Then write the tennants a check to help subsidize their skyrocketing rent.

Just impose the capital gains tax to rental income.
