Nor is it time in the classrom (OECD doesn't have this data for the USA, but although this varies somewhat by state, and some states measure by actual class hours or time spent at school itself, neither in early or late secondary is the US substantially different than most OECD countries, and is actually a bit more than the average):

Note this doesn't count Cram Sessions or extra tutoring, which is widespread in Japan, Singapore, China and other Asian Countries.

Clearly, neither spending per pupil nor teacher pay nor school hours is the problem in the USA.

Nor does this measure civic knowledge, geography, personal finance, home economics, and a shit ton of other things our kids oughta be learning.

Find the most expensive Office Building closest to your State Capitol. There you will find the NEA/AFT office, located on a top floor if not the Penthouse, full of some of the best financed lobbying efforts in the Nation. Arguing that the Credential-protected Education Industry is in no way responsible for the high cost/mediocre performance is a laughable assertion; even the Textbook Publishers can't begin match their built-in voter base and lobbying reach. Then look at what Ed Majors are taught in Colleges and Universities. "Diversity and Inclusion 101", "Handwriting", and other Social Engineering and Basket Weaving BS
