MS-13 came into existence because of the actions of Republican US presidents in Latin America (El Salvador in particular) in 1980s. It was the usual story, the US deep state felt the need to destroy the countries of Guatemala, El Salvador and Nicaragua in order to save said countries from communism. Thanks, saint Reagan! Justme, there is debate about where MS-13 comes from.
The dominant view is that it originated in LA in the 80s among Central American thugs, and spread back into Central America where it became famous as thugs for the Sinaloa Cartel.
Other viewpoint is that it's from survivors of the FMLN movement, a Narco-Communist Group, but of course should we cry that such a group was eliminated?

It is a specialty of the US deep state (and Military-Industrial Complex, MIC) to sabotage the success of any disobedient and especially left-leaning country through economic/trade sanctions and other forms of counter-communism, up to and including supporting coups against democratically elected socialist or communist governments. As long as the US controls the world's payment systems by essentially imposing that trade payments must clear in dollars (via the NY Fed), the US deep state gets to "pick winners and losers" (*) by imposing a non-level economic playing field on the disobedient countries. And the payment system is just the tip of the iceberg. Outright bans on trading with disobedient countries are commonplace, cf. Cuba, Iran, Iraq, Libya, Syria and so many others since 1945.
(*) That was deliciously fun to say, "picking winners and losers". Rightists and right-leaning libertarians coined that phrase to describe what they do NOT want government to do. But of course the rules do not apply when the victim is a socialist or socialist-aspiring country. Then it is ok to pick said countries as losers. It goes to show, there is no principled morality behind the US deep state actions against the world. Far from it.

What does that have to do with killing innocent kids for initiation? You can make that argument when the US military demands that their trainees kill a random innocent person from another country outside of war to pass the practical test and earn their soldiers badge - which is never.
