Almost a decade ago, Fannie Mae and Freddie Mac — collectively Government Sponsored Enterprises or GSEs — became insolvent, were bailed out by taxpayers, and were put into federal conservatorship. Yet, in May, Treasury Secretary Steven Mnuchin admitted that this Congress is not likely to enact GSE reform, although the subject is still on his agenda.
