Combat can mean:

F-16 Pilot
Tank Driver
Sniper

No problem so far, strength not a factor.

But what about:

Seal Team Member
Para-Rescue
Ground based Forward Air Controller

But how do you become one of the "non strength" rolls? You first demonstrate great skill at one of the strength rolls. Or, do you magically just instantly go to the top non-strength rolls. What if you try out for the non-strength rolls and receive lots of training, but (like most people, including men) you don't measure up for that very highly skilled roll? Then what? Do you use those broad skills that the US taxpayer funded to go to the strength-based roll?

Also, I take issue that a tank driver or sniper doesn't require high levels of strength.

Maybe not for driving per se (it's not WWII tech anymore), but when these tracks need to be repaired or replaced ... oh, boy.
