1. Citizenship was on all Census forms until 1950, so it's not "UNPRECEDENTED!!! TYRANNY!!!"
2. Since then, it's been on selected questionnaires.

Even many Districts in California and Texas could be consolidated.
They wont have the voter fog to hide illegal votes in. The Census will say they have less citizens than they have Voters.
This will be a real game changers. Federal managed Photo ID voter registration cards is next.
