You may want to confirm what passes for a "doctor" off shore. Many that are "doctors" in other countries would be medics or at best PAs in the US.

The Doctor Shortage is the strict limits put on residencies. It hasn't changed much in 30 years, though our population has substantially both increased as well as aged.

Expand residency programs.

Existing doctors are in charge of requirements to enter their own field. That the existing doctors want to make it harder for others to compete with them comes as no surprise. Add to this the crazy education system that seems to excel only at jacking up tuition and other costs.

Congress can fix this by offering residencies at Federal Institutions (Armed Forces Hospitals, VA Hospitals, overseas territory hospitals) and stating that those graduates are to be considered no different than AMA residencies for employment purposes under penalty of law.
