THe social security trust fund is commingled with other revenues to justify tax cuts that we can not afford (under GWB and Trump). During those prime years when SS was running big surpluses, it was offsetting govt spending as if it's part of general revenue.

So in the sense that it effectively gets spent and replaced with debt securities, it does end up resembling a pyramid scheme. Al Gore was right, we should have separated it, accounting wise, to show the actual deficit spending we were doing. (His lock box idea)

IT's really stupid accounting games being played to justify our govt living beyond it's means.

And we all know what happens next. After spending it on tax cuts we couldn't afford, they're going to say we can't afford it. I hope they just raise the level (again)of income on which payroll taxes are paid.
