Banks in Baltics (Estonia, Latvia, Lithuania) are well-known and extremely efficient money laundering machines from Russia/former USSR to West. They are in EU but have huge Russian minority that mostly own these banks, or more likely the Russian oligarchs own these banks via strawmen who are Russians with EU citizenship in those countries. If you see ANY EU/US politician get payments via such banks (+Cyprus banks) then there is corruption involved 110%. Why not have direct transfer from Ukr/Russ bank to a US bank unless you need to hide something...?

ABLV (bank in OP used by Biden Jr) was sanctioned by the United States for facilitating prohibited transactions for North Korea. The bank has been banned from the American financial network. Bill Browder has alleged that the bank was being used by Russians for money laundering purposes, a complaint being investigated by the European Central Bank and the Latvian Control Service.
