Almost every retail store in the mall has a policy of not confronting shoplifters. The most they can do is call the cops and hope they show up in time. The shoplifters know this so they just go in and out real quick. In the old days of mom & pop stores, the people would actively address it because it's their livelihood. For corporate, it's just another cost of doing business.

In the old days, shop keepers would keep a shotgun under the counter. A few news reports of punks being blown away while trying to commit one these crimes would put an end to this garbage quickly.

But, putting an end to this is the opposite of what the evildoers in power wish to achieve. They want mayhem. They want lawlessness (as long as it isn't crimes against themselves or anything that would disrupt their ability to rule). They want panic among the populace. When the people are desperate for solutions, they will turn to government and they will willingly sacrifice an otherwise unimaginable number of rights to believe they will be safe again.
