The Dems asked the GAO to evaluate Trump's temporary withholding of Ukraine Aid until the new government was vetted. Naturally, the bureaucrats in the GAO agreed with the House Democrats, even though the GAO is an accounting outfit with no responsibility for interpretations of statutes or anything else legal.
The OMB says the President has specific statute authority to withhold aid until requirements are believed to be met.
