As a business owner, I have learned something very important in the past few years, and that is to never hire anyone you cannot fire..

And if laws are made to make firing impossible, businesses will stop hiring in the first place. That is a lesson Monsieur Holland taught everyone when he passed such "no fire" laws in France.

Eh, regardless of laws, you can fire whoever you want. So not sure I understand the OP. Is there a circumstance where a business owner was penalized for firing someone outside of higher unemployment contributions? Not including wrongful termination lawsuits, as those happen regardless of the laws.

Even if you're required to give a reason, it's completely valid to say you couldn't afford the person and wanted to make more money for yourself as a business owner or corporation. No different than an employee quitting to make more money in the same field. Is there a specific situation you're referencing FW? Or am I missing something?

I don't know about other states but in CA this is very true now. Companies have to jump through a ton of hoops to fire somebody without fear of litigation. Lazy HR and management just exacerbates the situation. If your in one of California's many protected classes it's about on par with kicking out a union member with 20yrs seniority.

This is why hiring in California has become something of an arcane art with many layers. It's kind of a variation of the ole "You fuck 'em, you bought 'em" theme, where it's a shotgun wedding.
