If anyone thinks that anyone within 15 miles of Manafort isn't or shouldn't be watched after he went to work for Russian proxies in the Ukraine is willfully naive.
it was considered business as usual and not worth spying or investigating.
Once Trump had the story on this guy, he did the rational thing and got the fuck rid of him.

I'd say that anyone dabbling in E. European politics or oil/gas business should be suspect unless proven otherwise.
