I don't understand how it can happen legally. Unless they volunteered the information to the arresting po-po or commited some other violation, there is no legal way for them to be stopped and fined.

That was bullshit and they should fight it.

The Santa Cruz order says that homeless bums are exempt, which makes it an illegal order.

The order doesn’t prohibit going to the store, they are open for a reason.

What is happening is Santa Cruz is trying to keep away people from Santa Clara County. Santa Cruz has very few cases and Santa Clara has a bunch.

Many people are very obedient to authorities or worry they may get beaten or otherwise abused if they don't comply. Of course the police has zero right to search them so they could have simply refused to cooperate in any way or fashion. But it's similar to cooperating by letting the cops into your house, giving them probable cause because now "they smell weed!" Generally I try to show goodwill to LEO but in this situation I would have not. It's a slap in the face for people that likely already are out of work to add on this outrageous fine.

Conclusion: It still requires compound acts of stupidity to be fined (instead of just warned as most are) over the social distancing rules.

They will first fine you for something they have no rights to fine you, but 10 years later it may be Judenfrei or no blacks/whites/Asians; allowed. Once gov't starts doing something illegal, it is a slippery slope that may lead to abolishing civil rights.

It's not the question whether they are idiots or not, I'm purely interested in the technicalities of them being identified as out-of-towners, what was used as a PC, etc. Was a violation of "6ft rule" used as a PC? It's not like we're required to show ID to any cop who wants to see it out of the blue.

Well, I for once wouldn't cast judgement without knowing details. They weren't just walking outside. The whole thing happened as they walked out of Walgreens (correct?) I'd suspect that their behavior inside, as a group, was a factor.

I was stopped once because I matched the description of "a man with a gun" when I was adjunct instructing at a small college. The officer asked me if he could look in my trunk. I told him, absolutely, I have nothing to hide, but I don't consent to search" as politely as possible. He then asked me, "So can I search your trunk or not?" I repeated, " I have nothing to hide but I don't consent to search on principle of my constitutional right." He told me to wait.

After several minutes school security identified me and I was allowed to go on my way. I later found out the "man with gun" that sent the college into a lock-down, was actually just an armored car guy servicing the ATM with a windbreaker over his uniform but not over his gun.

Give up your rights for safety and you will have neither rights nor safety.

We're already halfway there with the Patriot Act and mass spying on the pubic via Google and Facebook, who turn over info to the government all the time.

Sadly, it will probably take actual shooting to get back our Constitutional rights, such as freedom of assembly, and the right not to be tracked by Big Tech/NSA without a warrant.
