I've got a very simple solution for this, when a person registers to vote the registrar should be required to prove citizenship and other things. What is wrong with this solution? It's really not that hard. Should be being donevalready if you ask me. They already have a system in place, e-verify.
Require proof of citizenship such as an official birth certificate checked against official records. Or a passport. Then they get their voter card.
Because he needs their votes!
