If I could get you to run a program I wrote, I would be able to access your computer without any effort at all. I wouldn't do this, but I'm saying I'm capable of doing this. Any competent coder can do it.
What I'd do is modify an existing program, add code into it that will allow me to send files to your machine, and upload and download anything to your computer I wanted. Furthermore, I would restrict the data rate to such a rate - that you wouldn't notice it. I could send 10 GB of files to your machine over a month, and you'd have no idea I was doing it unless you knew to look for it.
BTW - it's easy to access anything on the Internet still - pretty safely - but I'm not going to advertise how to do it, and you probably already know them. All the Dark Web is, is non indexed files - meaning you won't find it on any search engine. I run a dark web site, but it's nothing nefarious, it's simply private.
I doubt Krugman was hacked though. If you connected to my website or one I controlled, I would be able to detect in a general location where you are but not precisely where. The question is - how would Krugman's machine be identified? It's much more likely he was actually downloading kiddie porn than he was hacked, but if he was targeted by an intelligence agency - anything is possible. There's backdoors mandated by the NSA and our crap companies have caved into it.
I'm wondering if it's a feasible hack, to try to download adult porn, but then, have the hacker use some OCR swap software, to replace those adult gifs with a younger child, and thus, frame someone, even though he was really just trying to watch grown women.

Bernie Ward. The 'Lion of the Left'. Left wing talk show host on KGO for a long time. Got busted for sexting with a woman who posed as a minor. She then agreed to continue as part of an investigation by the police.. Then when they got a warrant to search his house, they found the kiddie porn on his PC. He claimed that he was doing 'research' on the subject to write a book for it.
Bernie spent quiet a bit of time down in Lompoc wearing orange and is now out.
Main difference between Bernie and Kruggy as far as I see is that Kruggy is a much bigger fish in the pond and nowadays the left-dominated prosecutors will cover of him.
