Think properties of different gasses and you can figure out how this works
You would be surprised how little Industrial Chlorine, Anhydrous Ammonia etc. is needed to take someone out or incapacitate them enough or to start a chain reaction of events that leads to fatality.
The same way two or more people routinely die in "confined" space incidents
Get a big enough jolt from an invisible gas stream and you will not just cut the fuck out.
Have you ever been exposed ?

Panic yes, try to figure out if you will ever take another breath yes, stumble around and try to get to fresh air - yes and hopefully you are going in the correct direction to get out of the vapor and not get injured or worse in the process.
Probably a matter of 3 people who don't know how to swim
I've never heard of an above ground pool with 2 different water levels.
People drown in bathtubs - not seeing the mystery here.
What is the concentration needed to get someone or more than one to panic, act irrationally and set off a chain reaction of events that leads to serious injury or worse ?
