The very people you want to prosecute, or at least, make them stop doing it, aren't going to help you do that to them. But, without their help, getting it done seems unrealistic. The swamp monsters stay elected, while the newbies to congress are a comparatively small fraction, and have little power against the majority experienced and powerful swamp monsters.

To me, this feels like a flaw in our govt structure.

I'm not sure if even maybe a president could do something about it. They sure wouldn't campaign on doing it, and then actually do it, because their presidency would be an impotent one if congress is against them the entire time. Maybe they could do it by surprise towards the end of a 2nd term, but this seems unlikely. You will make many enemies doing it, and some hold your secrets.

Regarding Trump: The state and federal government has tax returns already for Trump and everyone who filed. This whole thing is a charade and a distraction.
