Wow. So many promises broken. Think of all those parents of 15 year olds, promised for decades if they did in the top 1/8th or at least top 9%, they'd be guaranteed choice of taxpayer-funded schools.

The transfer student sounds like a scheme to get higher-paying foreign students into more prestigious (and expensive) California Schools at the expense of deserving students, the children of long time taxpayers who funded the lion's share of University costs via taxation.
Does this mean the top 9 percent can no longer get ethnic studies and other social grievance degrees to shuttle them along life's path? What a tragedy.
It doesn't matter which campus you go to, except for living circumstances and scenery, since the resources of the entire UC system are at your disposal. UC Merced would be fine and you could take outreach and correspondence/computer courses at other campuses if you wanted. UC Davis used to be the 'dog admittance' in the day, but I have relatives who went there and they had a much better experience than if they went to cutthroat Berkeley or UCLA.

Yup. That and single ghetto moms w/o qualifications. With preferential scholarships to boot. They went full Clown World a while ago. This is why I refuse to donate.
Come to Massachusetts, all top 10% have a seat at a UMass school and the top 5% are in the running for a tuition waiver.
Unfortunately, due to budget cuts, it no longer includes full room and board, just tuition.
I've checked in with friends, however, whose kids have gotten into at least one Ivy college, top 1%, and both of them have full scholarships including added expenses to UMass so it's still possible.
