It's like in Oakland where the police can no longer roust the homeless from pitching a tent in the park or under the overpass because the leftists won a lawsuit.

Amendment III
No soldier shall, in time of peace be quartered in any house, without the consent of the owner, nor in time of war, but in a manner to be prescribed by law.


Just applies to soldiers though.
