As I understand it, this was not done during filming, but was just Baldwin playing around with the prop gun by pointing it at people and shooting. If so, that should be manslaughter, but I heard he was not even charged.

I have fired blank pistol cartridges. The cartridges look like regular bullets and go in a regular gun but the bullet has a piece of thin cardboard at the tip instead of a slug. No way anyone would be killed by this, just deafened. One time, when I was at a base wide Wild West party in Oklahoma, we all had real .45 revolvers using the bullet casing with just the primer caps in. We did our shootouts and fast draw duels with these. Very loud and real looking, but nothing real came out the barrel.

I remember a case in the 80's where actor Jon-Erik Hexum from action TV show Cover Up jokingly put a prop gun to his own head and pulled the trigger. The debris that fired out from the blank was enough to kill him at that close range.

Yeah, people don't realize it's still an explosive even if it's a blank in there. The debris from the blank had enough momentum to kill him, over the course of a couple of days.

I'd expect these dumb ass actors would have firearm training. I grew up around guns, and I'm so deeply conditioned that I won't point a toy gun at a person.

There's really no reason to use blanks today even, since modern CGI can do that. I don't think any "gun" on set should be even capable of firing a real bullet. If they want something that has a recoil when the trigger is pulled, it should be possible to do with some spring mechanism.

You would think in Liberal Commiefornia of all places, that by now, there would be a State Law that forbids any Weapons on a movie set that has a firing pin.

They always call it a prop gun when these things happen. Prop guns cost tens of thousands of dollars, because they are Artistic one off replicas of a real gun, that has fake indistinguishable bullets. But even a real bullet was placed in the prop gun, it would not fire because it doesn't have a firing pin.

The Director, Producer and Alex Baldwin all need to be locked up for Negligent Homicide.

No offense, but this sounds like a Darwin award waiting to happen. This breaks every single one of the 4 rules of firearm safety.
I know of a story in which someone was killed by a friend playing a similar game. With a caveat: the caliber was 22lr, and the boys would break off the bullet from the cartridge prior to loading it into the chamber. So, unlike your setup, the powder was also there in the cartridge. Next thing they knew - a nice round hole in the forehead of one, and the other one being hysterical upon realizing what he has done. Investigation has shown that there was a bullet lodged in the barrel. A user from night before was too lazy to remove it when it got stuck and didn't come out of the business end.
"Primer only" shouldn't be underestimated either. Aguila makes a "Super Colibri" 22LR round which operates on primer only, no powder. Super quiet in long arm, reasonably quiet in short arm, and ballistics are on par with a pellet from a stout break-barrel air rifle.
There is a fifth rule which I try to teach my kid best as I can: if there's anyone in your group who doesn't follow the other rules, and the situation is not in your control, leave immediately. Do not be there.

“Debris” flying out of a gun that shot a blank is mostly used powder and gas. Still, it’s enough to pop a balloon at 15 feet away. I’ve seen that done with a quick draw artist shooting blanks and popping the balloons. I think they have the balloons to pop because he moves so fast you wouldn’t believe he actually shot all of them if you didn’t see them explode!
Still: anyone with an engineering background should understand that GAS itself can do deadly damage when placed under explosive pressure. When you put a gun to your own head and shoot a blank, the exploded gas has nowhere to go but into your head, so that’s where it goes!

I read somewhere that prop guns have some type of cotton (?) thing on top of cardboard so it would look more realistic if it is fired. May be that is what was deadly.

Yeah, great rule. There must have been some collective fear of speaking up against Alec Baldwin, for him to be acting such a fool with a gun and nobody checking that shit. Taking away a weapon is a basic martial arts skill. I've fantasized about proceeding to push it into the game player's throat, roughly enough to cause tissue damage, to punctuate the message sufficiently.
