Strictly fission weapons can be plutonium. Two-stage fission-fusion weapons often use a mix of U235 and Pu because the Pu bred in reactors is a mix of Pu239 and Pu240 - It's practically impossible to separate Pu239 from Pu240 (much worse than U235 vs U238). Pu240 is extremely unstable (it has a very large cross-section for fission in the presence of thermal neutrons), and so U235 is added to reduce the chance of pre-detonation before full implosion. Plus, U238 can be used in the tamper to greatly increase yields since it fissions in the presence of higher energy neutrons produced in the fusion reaction.

Generally, highly efficient weapons use a mix of U235 and Pu because of the desire to keep the pits as stable as possible for stockpile storage.

I think they are panicked because they see that they are losing control of the narrative as Omicron proves the vaxx utterly worthless at stopping or even slowing transmission. And this means their mandates were both stupid and evil.
