Interesting.... these are the limits for Zelle at Wells Fargo: Transfers to established recipients from a Wells Fargo Bank Funding Account may be made up to a daily dollar limit of $3,500 and a 30-day rolling dollar limit of $20,000. Higher limits may apply in certain transactions or if you are using a Funding Account from Premier Checking, Wells Fargo Advisors, or The Private Bank.

What if the real motivation for the fine is a simple money-grab? What if the company has been "investing" client deposits/balances and those "investments" have been experiencing negative returns (e.g. bonds of all kinds this year), and the "bank" just needs money to fill the hole in its books.
