The U.K. plans to introduce a nationwide digital ID scheme that will require citizens and non-citizens to obtain a “BritCard” to work in the U.K., which includes England, Scotland, Wales and Northern Ireland.

Government officials say the plan, to take effect no later than August 2029, will help combat illegal immigration.

But critics like U.K. activist and campaigner Montgomery Toms said the scheme, “far from being a tool for progress,” is instead a “gateway to mass surveillance, control and ultimately the rollout of a centralised social credit system.”

The plan faces broad opposition in the U.K., according to Nigel Utton, a U.K.-based board member of the World Freedom Alliance, who said, “the feeling against the government here is enormous.”

According to Toms, “A digital ID system gives governments the ability to monitor, restrict, and ultimately punish citizens who do not comply with state directives. It centralises power in a way that is extremely dangerous to liberty.”

Former investment banker Catherine Austin Fitts has repeatedly warned that the integration of digital identity systems, artificial intelligence, and programmable money represents nothing less than a blueprint for mass behavioural control. In her view, what is being built is not a neutral “innovation” but an architecture of domination.

“Digital ID, once linked to AI and programmable money, enables authorities to monitor, manipulate, and ultimately control every aspect of human behaviour,” Fitts has said. The danger, she argues, lies not in any single technology but in their convergence.

“If I can track you closely, where you’re going and what you’re doing, and I can get you on programmable money, which can be turned on and off, then I can start to use AI and surveillance systems and algorithms to basically manage and control your behaviour.” The power of such a system, she explains, is that it makes freedom conditional.

“So if I want you living in a 15-minute city, your money won’t work beyond the 15 minutes unless you do what I say.” This is not speculation, she maintains, but an inherent feature of programmable money tied to identity.

“What we’re talking about,” she continues, “is building a system that will allow you to be [surveilled] and tracked and turn your money on and off, or incentivise you or penalise you in a variety of ways with your money, that can be integrated with your behaviour.” In her assessment, the economic and behavioural realms become one, with compliance enforced by code rather than law.

“When you integrate [AI] with a digital ID and programmable money, then you’re talking about complete control.” Such integration, Fitts concludes, would mark a historic rupture with constitutional liberty and democratic governance. “That is a coup d’état.
