And besides I'm fine with the fact that executive order actions are only valid for said President's Term. So Trump is going to have to get Congress to vote on these Bills and Acts before he can sign them into law. I don't see how the Employees will ever vote on themselves being fired.
It could be done at the State level, but then that would be unfair because there would be a lot of partisan states both red and blue that would not place restrictions.

He will never get to his second list and would use that as his campaign to get re-elected. And depending how bogged down in a fight with Congress trying to pass the bullet one in the first list it could all wind up being never realized promises anyway. He needs to go in kicking every nut he sees.
