"Eagle" Title Insurance?

Does anyone here know about "eagle" title insurance? Supposedly, it will cover missing permits and code violations done by the previous owner. I'm asking because EVERY home in my price range has code violations/missing permits of some sort. For example, one I'm considering putting an offer on now has no permis for an A/C unit and new water heater. I can tell because I checked sjpermits.org and none were listed. The house was built in 1962 and both units had date of manufacture in the 2000's ;).

What do they promise to do if violations are discovered?
What are the coverage limits?
What is the cost of coverage?
What is their reputation?
How much capital do they have on hand to cover claims?

Sorry eagle is not a company. It's a type. I'm asking if anyone knows if the coverage actually works. I figure they have lots of small print that lets them get out of paying.
