I live in CA and I tell you... feels like it's ready to blow up. Fundamentals look really awful and just a whole lot of pretend going on around.

It may feel that way to you, but you may be wrong. My brother-in-laws father chose to invest in NYC real estate in 1977. Everyone was predicting doomsday scenarios and many sold prime real estate too low. Suckers.

Wall off Central L.A. Declare a general amnesty for all California prisons and empty them out, turn them into parks and museums. Allow welfare recipients to live in Central L.A. only. Anybody who wants welfare benfits has to live there.
Barcode the prisoners forehead and apply a florescent tatoo between their eyes in the shape of a target.
Release them in Central L.A., tell them everything is legal, but if they leave, there is a 5000 dollar bounty for anybody who kills them on sight, with an extra 1000 if they hit the florescent target.
Courts will have the option for the convicted of allowing them to be barcoded and tatooed and released into Central L.A., or move to Texas.
Elect Snake Pliskin governer.
