The dumb little ploy you're referring to was only after they realized they had lost the battle to get rid of ACA altogether.

Actually - it is called "negotiating".

The US President is not a king and has to deal with the 2 equal branches of government. If Obama was decent at actual governing (instead of just campaigning) he would have developed some relationships and respect with the other party and would be able to negotiate some of this stuff without the constant drama and deadlines like government funding or raising the debt ceiling.

It is a total failure of Executive leadership that every budget deal goes down to the wire in the first place.

ACA is law, and it was upheld by the Supreme Court. Republicans don't like it because it taxes the ultra-rich and gives assistance to the poor. Well too fucking bad. The negotiating already took place. Democrats wanted a single-payer option, but negotiated with republicans who didn't want it. The republicans won on that. The republicans wanted Congress to have to buy their insurance on the exchanges. They won on that too. When the republicans controlled Congress, they did a lot of things the democrats didn't like, but nobody threatened to shut down the government. That is NOT how you negotiate. Here's how government works: Congress introduces draft legislation, then they vote on it. If it wins the vote, it becomes law. The minority doesn't have the right to then use threats to try to get the law overturned. That's called "being babies".
