Instead what do they do? Allow themselves to be manipulated and pander to the well-established D.C. lobbies of the decrepit corporate cryptkeepers that control all the levers... and continue to fire in droves.

Very apt.

I would say and at least the 2nd half of the last century also created ALL new jobs.

I like the forest analogy. The BLM or similiar decides that we can't have any forest fires or harvesting of trees. Consequently the Pine Beetles infests the forest. Older trees draw water and sunlight from saplings that cannot grow. Eventually you have a forest fire that is impossible to put out because of overgrowth in the forest.

How about the alternative explanation: New firms create some jobs and kill the old firms and all their jobs. I think there may be some truth to that.

Heck, I think it is often the pension funds of the old firms that put up (invest) the money to start the new firms that kill the old firms.
