If those parameters were put in place, bit coins would not be able to buy much of anything within a few days. People would start trading in cigarettes, vodka and tuna cans. Then switching to gold and silver as means of exchange.

Or how would you be able to chose your own course in life in a system like that? You would want to be an actor, but the governing body who oversees who gets to be and do what, would tell you no, you must be a Shoe cobbler. Which would help explain Daniel Day Lewis.
Imagine if we invalidated all current world currencies and inaugurated a new system.
Each citizen of the world would be given a guaranteed annual stipend of 1,000,000 bit coins.
At the end of each year, all unused bitcoins would be erased, and brand new ones issued.
