San Antonio cop arrested for rape of 19-year-old during traffic stop

Neal, 40, followed the woman for blocks early Friday morning before he pulled her over, according to an arrest affidavit. He allegedly told the woman her car was reported stolen, persisting even after she showed him documentation.

Neal groped the woman during a pat down, even though she asked for a female officer, authorities said.

He then handcuffed the woman, directed her to the back of his squad car and raped her, authorities said.

But while police responded to the domestic violence call, one of the officers allegedly took the woman into an upstairs bedroom and sexually assaulted her, authorities said.

Detroit Police Officer Deon Nunlee has been charged in the alleged Oct. 30 assault of a 31-year-old woman. Police said DNA connected Nunlee to the assault.

Police Chief Bill Citty said at a news conference Thursday that all of the victims were black women between the ages of 34 and 58. The chief said Holtzclaw would stop the women while he was working, force them to expose themselves, fondle them and in at least one instance had intercourse with a woman.

According to the arrest affidavit, the assault occurred September 9, 2013. Johnson detained a woman and a man in the 9200 block of Larga Drive, near Bachman Lake. He ordered the man to leave, but told the woman she had an outstanding warrant.

The affidavit states he ordered her into the back seat of his marked car and when she began to cry, he said, "Why are you crying? You don't have to go to jail if you do what I tell you to do."

According to the affidavit, Johnson drove his squad car a short distance, to a dead end circle in the 3300 block of Storey Drive, behind an apartment complex. The affidavit said he got into the back seat, took off his gun belt, placed it beside them, and raped the woman.

The New Orleans Police Department announces the arrest of an NOPD officer. Desmond Pratt Sr. was arrested at his home Wednesday night.

A police spokeswoman confirms Pratt was booked with forcible rape and sexual battery.

The alleged victim is a 15 year old girl. The NOPD says Pratt was placed on emergency suspension without pay after the arrest.

I could go on for another 100 pages, literally, listing all the news stories about cops raping people, but even that is just the tip of the iceberg. Damn few victims are willing to ask for prosecution because of the threats made not only by the rapist cops but also by the cops protecting those rapists like these two assholes. Why Cops Get Away With Rape

“[Officers] tend to choose victims who would lack so-called credibility in the eyes of other law enforcement, whether it was somebody who was engaged in sex work or whether it is somebody who was intoxicated or who was using drugs, and then they use that justification for why that person cannot be believed,” Marsh said.

“Unfortunately, this is more the norm than the exception,” she continues. “It's hard to do research and find reliable statistics on a topic that nobody wants to speak about.” An unofficial study by the Cato Institute's National Police Misconduct Reporting Project found that sexual misconduct is the second greatest of all civilian complaints nationwide against police officers, at 9.3 percent in 2010. The organization noted that 354 of the 618 officers under investigation for sexual offenses were accused of engaging in nonconsensual sexual acts, and just over half of the 354 cases involved minors.

Within the criminal justice system, sex offenders are difficult to prosecute, but officers accused of sexual crimes are even tougher to convict. According to a U.S. Department of Justice survey, 60 percent of sexual assaults go unreported, only 3 percent of rapists will serve time in prison, and the numbers for cops are nonexistent. The study notes that these cops are typically unsupervised and, if arrested, often have to recount the crime to, well, other cops. The truth is that little accountability exists for law enforcement officials.

And, no, it's not a few bad apples. It's an overwelming pattern as shown below.

When 20-year-old Sarah Smith got into an accident with a motorcyclist in 2008, it was nothing but bad news—she was driving with a suspended license. It got worse. When police showed up, officer Adam Skweres took Smith aside and implied that he could either make it look like the accident was her fault or give the other party a ticket. It depended on whether she'd agree to perform unspecified sexual favors. Skweres also threatened that if she told anyone, he'd “make sure you never walk, talk, or speak again,” and looked at his gun. That scared her enough that she immediately reported what he'd done to the police, according to the Pittsburgh Post-Gazette.

Another four years passed before the department arrested Skweres and suspended him without pay, and then only because he tried to rape a woman while on duty. By that time, Smith had moved out of the city for fear of running into him again. Three other women told stories similar to Smith's, and on March 11 Skewers pleaded guilty to bribery, indecent assault, and other charges.

Stories of cops propositioning, harassing, and sexually assaulting women turn up every week around the country. February 18 saw the arrest of Houston officer Victor Chris for allegedly telling two women he would tear up their traffic tickets in exchange for sexual favors, according to the Houston Chronicle. Police chargedSergio Alvarez, an officer from West Sacramento, California, on February 25 with allegedly kidnapping and raping six women while on duty. On March 1, Denver cop Hector Paez got eight years in prison for driving a woman he'd arrested to a secluded spot and forcing her to perform oral sex.

“Police sexual misconduct is common, and anyone who maintains it isn't doesn't get it,” says retired Seattle police chief Norm Stamper, author of the book Breaking Rank.

Add this to the long list of institutional failures that discourage victims from reporting sexual assault and prevent rapists from standing trial: There is currently no quantitative data on police-perpetrated sexual violence (and similarly little accountability for rape committed by on-duty officers), as a new essay on Truthout reports.

While recent months have seen increased pressure on universities and the military to improve transparency about sexual assault through more comprehensive crime reporting, there have also been a disturbing number of accounts of sexual violence committed by the people we expect to keep us safe.

Yes, you can thank people like Strategist and CallItCrazy for allowing the police to continue their rape rampage. And the result of his efforts?

Police Departments Ignore Rampant Sexual Assault by Officers

In the 20 years that Smith's rapist has been in prison, news accounts of sexual violence at the hands of police officers have only multiplied. This year has already seen a steady trickle of news stories detailing police-perpetrated domestic violence, propositions, harassment, sexual assault, molestation and rape.

But Marsh said police misconduct is not the only form of sexual violence that goes under-reported by both victims and institutional organizations. Even in cases where police are not involved, 60 percent of sexual assaults will go unreported, according to a DOJ survey of victims conducted from 2008 to 2012. The obstacles for survivors of police sexual violence are greater, so the number of survivors who report this kind of abuse is surely far lower, even still.

So how many police have raped while on duty? How many priests have raped children and gotten away with it? The pope will say few, but the number of victims coming forth despite the stigma and humiliation prove otherwise. The police force is no different than the Vatican. It is a holier-than-thou, unquestionable institution that will not let the public know the crimes committed by its members. And people like Strategist and CallItCrazy who say otherwise are no different than the child-predator protecting ex-pope.

At least now the public is fighting back.

False dichotomy. I never implied that.

What we should do is

1. Monitor cops whenever they are on duty, possess a gun, or are wearing a police uniform or badge. Cameras with audio should be embedded in the badge and cap. The feed should be public.

2. Prosecute cops who commit crimes in a court system that is independent of the court system used to try civilians. This is necessary because the judges and prosecutors in the civilian court system have an inescapable conflict on interest when prosecuting and trying cops that prevents fair and honest trials.

This same court system should also be used to prosecute other government officials who break the law including judges and lawyers. No organization can police itself, especially not the police and the court systems.

3. Fines, lawsuit awards, and settlements to victims should come first from the cops who committed the crimes, second from the salaries and pensions of cops and former cops unless they actively pursued arresting the criminal cop(s), and finally from the salaries and pensions of politicians in the executive and legislative branches. It should not come from tax payer dollars.

This reform will
- punish the criminals, not the tax payers
- act as an incentive to not commit crimes
- act as an incentive to other cops to not tolerate crimes by other cops and to not cover them up
- act as an incentive to the legislative and executive branch to not tolerate police crimes

4. Prosecute with prison time the crimes committed by cops rather than giving them paid vacations. Committing a crime while being a cop does not mitigate the crime, it enhances the crime because the criminal is abusing the power of the state to aid in commission of that crime.

5. If a cop commits a felony, neither he nor anyone in his immediate family for two generations can become/stay a cop. This will break up "cop families" with a history of corruption and act as incentive to not break the law. This should happen on the first felony committed.

6. Police forces should not have access to any weapons or armor that the common citizen does not have access to. This includes, but is not limited to, military surplus equipment that citizens cannot buy or possess.

7. Any cop that
- tells someone to stop videoing
- threatens someone with arrest for not complying with an order that the law does not require compliance with
- threatens with violence a person who is not being violent
should immediately lose his job and have charges levied against him.
