You might have liked to have been a fly on the wall at lunch with my Bulgarian manager, a Georgian co-worker and my peer from Moscow a few years ago. It was discussed that yeah, nobody pays taxes in that part of the world. Well, they do sort of toss a pittance at the govt so it looks like they paid something but everyone hides all transactions as much as possible. It's built into the culture. Barter as much as possible and lie about how much you made as much as possible.
