On a more serious note, the above action is typical of the institutionalized and legalized misandry prevalent in the good old US of A. Man goes to jail (because: penis), and woman gets off with a citation or no punishment at all (because: vagina).

And I'm sure all those precious teenagers never saw any porn during the thousands of hours they spent online, or saw any sex on the tens of thousands of hours they spent watching Cable TV, and the trainee never shoved a brush handle up her vajayay. The article says the man was naked, while the woman kept her clothes on. Public nudity is a separate offense. Also, although the article does not mention, police may have had other reasons to arrest him, e.g. outstanding warrants or probation violations.
The part of the article that surprised me was:
“We were just panicked.... [Customers] got the shock of their life.â€
Seriously? Were they really panicked, or merely making an excuse for watching? They sound either feeble or hypocrites, or both. It's a citation, like a parking ticket, not murder.

HULA VISTA - Imagine watching a man and woman making out on the ground in front of a store as you shopped with your teenager.
That's exactly what happened to a store full of people in Chula Vista, but it got way more explicit. It eventually turned into a full-blown sexual escapade in front of minors.
10News anchor Itica Milanes got the tip and the video and talked to the woman who saw it all happen.
Christy Peterson said, "It was unbelievable.â€
A man and woman, who Chula Vista police said had just met on the trolley, getting down and dirty in front of Christina's dress shop. Peterson said the man and woman seemed oblivious to the fact that it was 3:30 p.m. and they were surrounded by people in a shopping strip mall.
"They were rolling on the ground making out and getting sexual,†she said.
The two kept their clothes on for the first 15 minutes then Peterson overheard the man convince his new friend to take their relationship to the next level. He stripped off all his clothes; she kept her skirt on.
"Her legs were in the air and the guy was on top. We were so shocked our mouths were just opened,†Peterson said.
Security never showed up, so Peterson called police.
"We were just panicked and there were customers," she said. "We had a brand new trainee --her first day.†The trainee was a 17-year-old girl who they took to the back of the store. "A woman with her baby and 16-, 17-, 18-year-old girls here to shop for prom and got the shock of their life.â€
Police arrived, but the two strangers -- who didn't even know each other's names -- didn't flinch. Peterson said, "They were like cuddled up while police were giving them tickets.â€
