Interesting idea, one I had not heard before, and at least plausible. Yet it is also true that blue eyes are an adaptation to the low-light conditions of the far north, and even wolves in the north evolved blue eyes:
So it's also plausible that sexual selection had nothing to do with blue eyes. Wolves probably don't have a clue about paternity.
A third possibility is that blue eyes are just another expression of human neoteny, though neoteny itself may be a result of sexual selection.
Another interesting tidbit I ran across: long hair is proof that you have been healthy enough to maintain your hair for a year or two, and so the general male preference for long hair in women might be a subconscious evaluation of their health and therefore fertility.
Personally, I prefer women with brown eyes, though everyone in my family on both sides has blue eyes.
So it's also plausible that sexual selection had nothing to do with blue eyes.
Sex may not have been the impetus for the evolution of blue eyes, but clearly it plays a part in the propagation of the trait.
