Hmmm, if that's the case RR wouldn't have an impact. Maybe a denial-of-service attack. Use botnets to clobber spammers?

Yes, if millions of computers tried to hit spam sites and flood them with trash, that might help.
Google punishes websites for doing various things by lowering their page rank. These things could be done against spammers and thus lower the page rank of websites that spam. Here's my idea.
1. A spam link comes into a forum like PatNet.
2. Users mark the link as spam.
3. The link is sent to an anti-spam website farm or "rank reducer" (RR) that uses lots of domain names.
4. RR reads the contents of the spammer's website and those linked to by it and saves the content and the website URLs in a spammer database.
5. RR copies the content of the these sites and link back to them and to all other websites in the RR's spammer database.
6. RR also generates large number of meta keywords, affiliate links, redirects, and obvious spun content generated from the spammer websites.
7. RR also sends a spam and paid link report to Google using various Google accounts.
All of these things causes the page ranks of spammer websites to plummet.
RR can even be monetized by selling spam protection. Give web admins a tool they can use, say a web service call, that will allow them to punish spammers on their site. They then can display a spam guard badge on their website to worn spammers that there is a high cost to spamming this site. Most spammers won't want to take that risk once they know the spam guard actually hurts them.
Some spammers may try to sabotage other people's page ranking, but the cost and risk usually won't be worth it to hurt a single competitor. If caught, the spammer can be punished by his own website being put into the RR.
