I had wondered too, and I wonder if the election results had an effect. The Democrats were reframing the event as a lone gunman, as part of an electoral campaign for gun control. Same with San Bernardino. In reality, both attacks appeared to have been Islamic family plan conspiracies. Those facts did not suit the priorities of an administration campaigning on importing Islam, so I wonder if campaign pressure might have delayed the investigation.

Omar Mateen was raised a jihadi, Omar and wife were texting each other during the attack, and allegations his wife knew in advance were widely reported almost immediately. I suspect the dad, who supports the Taliban, might also have been involved, along with other relatives.

We can legislate those things without even needing a Constitutional amendment. Accessories before or after the fact, aiding and abetting a crime, attempting to profit from their own crime or as intended beneficiaries of a crime, etc.
