Men are keepers of the Faith, this is part of the problem. Women are to ask their husband, and if he doesn't know, he asks the Minister. The Minister must always be Male, as "Do not permit women to have authority (of scripture, or generally, really) over men"

Men are rule enforcers: "The rules are the rules.", Women are "but what about this special circumstance" exception hounds.
