Oh that explains it. I was going to say by the nonchalant manner the story read, it was sounding like Californians are excepting of the ineptness and powerlessness to do dick all about it. Then I realized it was a UK publication where calling the cop on a Rapugee is a hate crime.
I'm sure the bungling Cops of that Southern California town knows who exactly it is, but it goes against their sanctuary policy to lock him up.

A nude prowler has been caught on surveillance cameras lurking around the backyard of a Southern California home, terrifying the women inside by tapping on the windows.
A homeowner in Santa Ana captured the disturbing images of the man wearing only sneakers as he crept around the outside of the house for a full 55 minutes on Saturday night.
'I was shocked, that was just perverted. It's just gross,' the homeowner, who asked not to be named, told KTLA.
Although the homeowner wasn't at home at the time, she had three female guests saying in the house - who were horrified to wake up to the naked man tapping on the windows.
